Automated gardener housekeeping — AGENTS.md watermark bumps + empty pending actions manifest.

All 11 AGENTS.md files had watermarks bumped to HEAD (3fb2de4) to reflect the generators.sh no-op sed fix and prior gardener run.

Backlog status:

  • #758 root blocker (ops repo branch protection) already has vault/pending action — awaiting human
  • #820 and #982 blocked transitively by #758 — correctly gated by parse-deps.sh
  • All backlog issues pass quality gate

No dust items, no duplicates, no stale issues.
