openhands 76b149dc97 fix: Update smoke test cross-source refs for dev-agent migration (#798) ... dev-agent.sh no longer sources phase-handler.sh. Update the smoke test to resolve phase-handler.sh callbacks against action-agent.sh (which still sources it and defines cleanup_labels/cleanup_worktree).
