What

Add three labels to create_labels() in bin/disinto:

  • needs-triage (orange, e.g. #f9d0c4) — reproduce-agent confirmed the bug but root cause not obvious
  • reproduced (green, e.g. #0e8a16) — root cause found, backlog issue(s) created
  • cannot-reproduce (grey, e.g. #cccccc) — repro steps did not trigger the bug

Why

The bug triage workflow (#256, #258) uses these labels for handoff between reproduce-agent and triage-agent. bug-report was added in #253; these are the remaining labels for the full lifecycle.
