Superseded by finer-grained sub-issues with concrete file:line refs and one focused scope each:\n\n- #919 (S2-fix-B): extract shared _hvault_default_env helper — prereq for others\n- #920 (S2-fix-A): enable kv-v2 at kv/ (root cause of step-2 verification breakage)\n- #921 (S2-fix-C): make --sops optional in vault-import.sh (spec regression)\n- #922 (S2-fix-D): forgejo.hcl template fallback for empty Vault\n\nClosing this as "split" — the 4-in-1 scope was too wide for a single PR and triggered repeated CI-exhaustion on the duplicate-detection gate. Sub-issues above each have a single file/function target and a clear acceptance signal.
