Automated gardener housekeeping — AGENTS.md watermark updates + pending actions manifest.

Review gardener/pending-actions.json for proposed grooming actions (label changes, closures, comments). These execute after merge.

Pending actions summary

  1. Comment on #1103 — CI deadlock root cause: Forgejo ROOT_URL /forge/ prefix in webhook clone_url + missing Caddy strip_prefix = circular dependency. PR #1104 code is correct but CI cannot clone to verify.
  2. Create ops issue — Request manual merge of PR #1104 (or live Caddy patch to break deadlock). Priority+backlog labeled for visibility.

Watermarks bumped from 19ead14 → 0d61819 across all 11 AGENTS.md files. The edge-control ownership check (#1091) is already documented in root AGENTS.md. No content changes needed.
