The caddy-validate step downloads Caddy from the CDN which times out
unreliably in CI. The render-caddyfile step and routing tests already
validate the Caddyfile structure without needing the binary.

Closing — the dev-agent pivoted from fixing issue #1103 (Caddyfile generator) to fixing the CI (removing caddy-validate step). That CI problem is now addressed on main via failure: ignore in a direct hotpatch (caddyserver.com download unreliable). The real #1103 work needs to be picked up again on a fresh branch off the updated main. Resetting #1103 to backlog.

No changes here are worth preserving — the branch is a CI-repair detour, superseded by the main-side fix.
