Automated gardener housekeeping — AGENTS.md watermark updates + pending actions manifest.

Changes:

Updated all AGENTS.md watermarks to current HEAD (4fcbca1)
Updated architect/AGENTS.md to document the close_vision_issue() idempotency fix (#737): guard now checks both comment presence AND .state == closed
Pending actions: unblock #712 (remove blocked, add backlog) and #707 (remove blocked), with enriched bodies for both
Removed stale actions for #737 (already closed via PR #739)

Review gardener/pending-actions.json for proposed grooming actions (label changes). These execute after merge.
